The German legal principles as regards to preventive fire protection

State: April 2016. We assume no warranty for the accuracy and completeness of the following information, intended as an orientation only.

 

 

Model Building Regulation MBO §14 "Fire Protection"

"Buildings and structures must be designed, constructed and maintained in such a way that the development of a fire and the spread of smoke and fire is prevented and that in case of fire the rescue of humans and animals as well as an effective extinguishing are guaranteed.“

 


 

Model Building Regulation MBO §40 "Circuit Systems, Installation Shafts and Channels"

"(1) Circuit systems may only be led through space enclosing components requiring a fire resistance classification if a fire spread is not to be assumed over a sufficiently long period or if appropriate precautions have been taken; (...)

 

(2) In obligatory stairwells, in rooms according to § 35, passage 3, clause 3, as well as in obligatory corridors, circuit systems are only permitted, if in case of fire the use as an escape route is possible over a sufficiently long period." 

 


 

(M)LAR (Model-) Guideline for Power Supply Cable Layouts 3.1.2

"Conductor installations may only be led through load-bearing, reinforced or space enclosing constructional elements, installation shafts and channels, if the required fire resistance value is maintained." 

 


(M)LAR (Model-) Guideline for Power Supply Cable Layouts 3.2.2

„Measuring devices and distributions have to be separated towards

 

a) obligatory stairwells and exits to the outside by means of at least fire-retardant components made from non-combustible materials; apertures in these components have to be sealed with at least fire-retardant closures equipped with a circumferential gasket.

 

b) obligatory corridors by means of components from non-combustible materials with closed surface; apertures in these components have to be sealed with closures from at least non-combustible materials with closed surface."

 

 


 

(M)LAR (Model-) Guideline for Power Supply Cable Layouts 3.5.1

"Installation shafts and channels - including their closures for apertures - must consist of non-combustible materials and must have a fire resistance classification corresponding with the highest required fire resistance classification of the space enclosing elements which are penetrated by them. Their closures need to have an all-round tightly-fit sealing. Installation shafts and channels have to be installed with non-combustible fixing materials."

 


 

(M)LAR (Model-) Guideline for Power Supply Cable Layouts 3.5.2

"Deviating from 3.5.1 installation shafts which do not bridge floor ceilings as well as channels (including the closures of their apertures) in obligatory floors can be executed in only fire-retardant execution while consisting of non-combustible materials.!

 


 

(M)LAR (Model-) Guideline for Power Supply Cable Layouts 5.1.1

„Power supply cable layouts for safety-related installations and facilities required by the building regulations have to be constructed or from each other by special components in such a way that in case of fire the safety related installations and facilities will keep their functionality for a sufficiently long time (functional preservation). This functional preservation must be guaranteed during a possible interaction with other installations, facilities or parts of those“.

 


 

(M)LAR (Model-) Guideline for Power Supply Cable Layouts 5.2.2

Distributions for power supply cable layouts with functional preservation (...) must

 

(a) „be kept in separate rooms which are not used for other purposes, separated towards other rooms by means of walls, ceilings and doors possessing a fire resistance according to the requested functional preservation time and consisting - with exception of the doors - of non-combustible building materials,

 

(b) be separated by enclosures, for which the functional capability of the installed electrical components has been approved by the building authorities.

 

(c) be enclosed with components (including their connections) which possess a fire resistance according to the required functional preservation time and which consist (with exception of the connections) of non-combustible building materials. It has to be made sure, however, that in case of fire the functional capability of the electrical installations of the distribution is guaranteed during the required functional preservation time.“
